The accepted author of the Letters of Junius. One of the original members(1774-80)of the Supreme Council appointed in accordance with the regulating Act, Francis distinguished himself by his bitter opposition in Warren Hastings. A duel between the two resulted in Francis being wounded, and he went home a few months later.
He revenged himself by promoting in every way the impeachment of Hastings. His efforts to procure his own nomination as Governor-General proved unsuccessful.
